Outlook 2003 HTML Email

I read and send my emails as plain text, as all good netizens should be doing, but a website notification list that I'm on sends out HTML emails.

I have a rule in place to move all emails from that address to a certain folder but what I would like to do is to invoke the LazyWeb to create an add-in/script that will convert all plain-text emails within that folder into HTML, also automatically downloading all content that Outlook 2003 blocks.

Did anyone ever figure out a solution to this? The president of the company is demanding all his email arrive in HTML so he can reply with a .jpg in the signature without having to go through the hassle of clicking three times to convert an email. All solutions i have seen have only been converting HTML to Plain Text, not the reverse.
